It is very difficult for a cannabis plant to become like this because of excess water in the vegetative phase. The dry bush behind it indicates lack of water, not excess. But some more photos would help a lot and anyway, may it rest in peace.

I doubt very much that plant just died from too much water. Weed is very tolerant of moisture variability, and I do not see water pooled in the pot. I would test the PH, and if that didn't immediately answer the question, I'd consider having samples tested for other toxic compounds. Have a look at the roots, to see if they're rotten or appear healthy.
Fungus can kill the roots, which is the only thing I've seen ever kill a plant immediately like that.

Soil looks to be bone dry
